About the Panel

Judge Jill Rose Quinn made history in 2020 as the first openly transgender circuit court judge and the first openly transgender elected official in Illinois. An experienced attorney and lifelong community advocate, she has handled more than 4,000 cases since graduating from The John Marshall Law School in 1983 and later built a practice serving neighborhood residents in financial, family, small business, probate, and criminal matters. Before moving to Chicago, she organized in underserved communities in Houston and Des Moines, addressing issues like zoning, safety, utilities, and taxation. Her own experiences as a transgender woman—and her deep belief in fairness and equality—continue to shape her commitment to justice and to elevating the voices of marginalized people on the Cook County Bench.
